California carbon market expects 2013 link with Quebec

California Air Resources Board (ARB) Chair Mary Nichols plans to submit a plan to link the state’s carbon market with Quebec to Governor Jerry Brown this year.

Governor Brown will then have 45 days to review the plan in order to ensure that emissions reductions occurring in Quebec are as valid as those in California.

Both California and Quebec are members of the Western Climate Initiative, a group of US and Canadian states that aim to reduce emissions 15% below 2005 levels by 2020.

In further efforts to expand her state’s carbon market, Chairman Nichols will travel to Australia later this month to discuss potential linkage with their market as well.
